NCQDE, established by China academy of building research in line with the document, CHENJIAN No.726, issued by former Ministry of urban and rural construction and environmental protection and Standardization Administration of peoples’ republic of china, passed the examine accreditation and metrological certification by the former State bureau of quality and technical supervision in 1989, and the “three combined into one” appraisal and examination (metrological certification, examine accreditation and laboratory accreditation) by former China national accreditation and laboratory according to CNACL 201-1999 criterion for laboratory accreditation in 1999, fulfilled the “three combined into one” re-appraisal and re-examination for accreditation and preliminary appraisal and examination for inspection organization, is a building engineering quality supervision and test organization with fair position legally authorized by the state.

Having examined the NCQBE, on the basis of Regulation for management of external commission judicial expertise issued by the supreme court of peoples’ republic of china, the judicial expertise center of the supreme court of peoples’ republic of china approved of the NCQBE as the judicial expertise organization in the category of building engineering quality, the register No. is FA17103.

The primary works of the NCQBE are, 1) quality supervision and test, inspecting and appraisal of building engineering, products and materials, include national supervision of spot-check and arbitration, inspecting of the certificated products, new product appraisal and commission inspection of related organization, 2) compiling standard and code for related engineering and construction industrial products, 3) research and development of new test techniques, methods and equipments, and 4) instruction, consulting and training for the local building engineering tester.

The quality principles of NCQBE are “science, fair, accurate, and honest”, i.e. NCQBE persists in lie with the technical criteria, with assurance of independence of the organization, and on the basis of the perfect test means and skilled test techniques to real and objectively evaluate the level of the engineering, accurately and promptly offer inspecting/testing reports, to provide high-quality, efficient service and undertake related legal responsibility and duty.

For many years, in the meantime of receiving the commission from the clients, NCQBE has had mandates from the government department, such as, ministry of construction, the supreme court of peoples’ republic of china, general administration of quality supervision inspection and quarantine of peoples’ of china, ministry of foreign affairs of peoples’ of china, ministry of commerce of peoples’ of china, state administration of work safety etc. to test and appraise the national major projects, for example, quality accident of Ninbo Zaobaoshan bridge, collapse in fire happened in Henyang, collapse accident of scaffold and fastner in Zhejiang, safety test of building structure of Capital worker’s stadium, and Afghan national hospital collapse accident, as well as to test the structure engineering of chiness embassy.

At present, NCQBE has 194 staffs, 39% with the senior professional post, and 24% with middle professional post. NCQBE is composed of administrative office, department of business management, department of technical service, and 16 test/inspect departments, respectively to undertake the test/inspect of structural engineering, soil and foundation engineering, concrete products and engineering materials, chemical materials for construction, curtain wall, as well as door and window, architectural lighting, anti-seismic dynamic performance of building, fireproof performance of building, decoration and waterproof of building, indoor air pollution, air conditioning and clearing, building intelligence, building fastener as well as machines and tools, and engineering saving in building and architectural acoustic environment etc., 29 categories, totaled 487items, and also to undertake the inspecting and appraisal for engineering as well as the materials.

NCQBE has total of 9000m2 laboratories with 800 different kinds of testing instruments, among which with the advanced international standard.

NCQBE, in the meantime of testing, actively performs research and development of test/inspect techniques, test/inspect methods, and apparatus, continue trace the advance of building technology, and develop the test/inspect market. With our country join the WTO and reform and open in depth, NCQBE will continue to strengthen the construction of the body oneself, speed the steps to keep with the international course, and preserve the first level position of test/inspect organization in construction industry.
